山西省老工业基地调整改造思路研究——以大同市为例

Study on the Adjustment and Transformation of Old Industrial Bases in Shanxi Province——Taking Datong City as an Example

老工业基地是新中国工业的摇篮,为我国形成独立完整的工业体系和国民经济体系、为改革开放和现代化建设作出了历史性重大贡献。在《全国老工业基地调整改造规划(2013-2022年)》部署的全国120个老工业城市中,山西省大同市、阳泉市、长治市、晋中市、临汾市5个老工业城市和太原市万柏林区"五市一区"入选。根据规划进度,为掌握老工业基地规划实施进展情况,文章以大同市为例,对老工业城市调整改造规划实施情况进行中期评估研究,旨在总结经验和做法、分析存在的问题并提出相关措施建议,推动老工业基地调整改造顺利实施。

The old industrial base is the cradle of new China’s industry,which has made a historic contribution to the formation of an independent and complete industrial system and national economic system,reform,opening up and modernization.Among the 120 old industrial cities deployed in the national old industrial base adjustment and transformation plan(2013-2022),five old industrial cities in Datong,Yangquan,Changzhi,Jinzhong and Linfen of Shanxi Province and the"five cities and one district"of Wanbailin District of Taiyuan were selected.According to the planning progress,in order to master the planning and implementation progress of the old industrial base,taking Datong City as an example,this paper makes a mid-term evaluation and research on the implementation of the adjustment and transformation planning of the old industrial city in order to summarize the experience and practices,analyze the existing problems,and put forward relevant measures and suggestions to promote the smooth implementation of the adjustment and transformation of the old industrial base.
