The Impact of Institutional Conflict on Social Organizations’Participation in Urban Community Governance:Empirical Study based on J Province

在社会组织参与城市社区治理的过程中,制度冲突会影响社会组织在城市社区治理中的参与机会和参与能力。研究发现,宏观与微观制度之间的冲突对社会组织在城市社区治理中的参与机会和参与能力均具有显著负向影响,即抑制了社会组织的参与;部门与部门制度之间的冲突对社会组织参与机会和参与能力的影响不具有统计显著性;正式与非正式制度之间的冲突对社会组织在城市社区治理中的参与能力具有显著负向影响,但对参与机会的影响不具有统计显著性。研究认为,要从根本上走出社会组织参与社区治理的制度冲突困境,就必须重视多元参与主体之间的协同共治,形成权责清晰、分工明确、资源共享、目标统一的社会治理共同体。

In the process of social organizations participating in urban community governance,institutional conflicts will affect their participation opportunities and ability in urban community governance.The study found that the institutional conflict between the macro and the micro has a significant impact on the participation opportunities and ability of social organizations in urban community governance,that is,it restrains the participation of social organizations;The institutional conflict between departments has no effect on the participation opportunities and ability of social organizations statistical significance;The institutional conflict between formal and informal systems has a significant impact on the ability of social organizations to participate in urban community governance,but the impact on participation opportunities is not statistically significant.The study holds that in order to get out of the institutional conflict dilemma of social organizations participating in community governance,we must pay attention to the cooperative co-governance among multiple participants and form a community of social governance with clear powers and responsibilities,clear division of labor,sharing of resources and unified objectives.
