摘要
论文通过对1931份高校科研人员投稿时选择期刊的价值倾向性进行问卷调查后发现,不同性别、年龄、职称、学历、学科门类、高校类型对高校科研人员投稿行为的偏好和价值倾向性(或多或少)存在显著差异,并得出以下三点结论:“破五唯”对投稿时期刊级别选择的影响效应主要聚焦于高校中青年科研人员;推行代表作制对高校科研人员的投稿积极性影响不大;高校科研人员投稿时选择目标期刊的首要因素多元且不同群体之间的差异较大。为此,要辩证地看待破除“唯论文”、推行代表作制、期刊级别与投稿积极性保持之间的关系;将“破五唯”作为一个系统工程加以推进,在制定改革制度时,需要更加注重维护中青年科研人员群体的切身利益,并根据高校办学定位,结合不同学科、不同岗位特点,坚持分类评价和分层评价,不能用同一个标准简单进行“一刀切”。
This paper made a questionnaire survey on the value tendency of 1931 university researchers in their choice of journals.The result showed that in terms of behavior preferences and value orientation,there are significant differences in gender,age,title,educational background,disciplines,types of colleges and universities.Three conclusions were found as follows:the influence effect of“breaking the five only”on the selection of journal level during the contribution period mainly focuses on young and middle-aged university researchers;the implementation of representative work system has little influence on the contribution enthusiasm of university researchers;The primary factors for university researchers to choose the target journals are multiple,and there are great differences among different groups.Therefore,we should deal in a dialectical way with the relationship between breaking the“paper only”,implementing the representative work system,journal level and maintaining the enthusiasm of contribution;we should promote“breaking the five only”as a systematic project;we need to pay more attention to safeguarding the vital interests of young and middle-aged scientific research personnel when formulating the reform system text,and adhere to the classified evaluation and hierarchical evaluation according to the positioning of colleges and universities,as well as the characteristics of different disciplines and different posts,instead of using the same standard to simply“cut across the board”.
