我国邮轮船龄管理标准调整及方案建议

The Analysis and Recommendations on China’s Cruise Ship Age Management Standards Adjustment

为培育本土邮轮船队发展,实现国轮国造国营目标,针对《老旧运输船舶管理规定》船龄管理制度,研究放宽国内邮轮运营年限等事项。基于国际邮轮船队运输结构及二手邮轮市场交易情况,围绕"难买难造"的问题导向,提出"买造结合"的需求导向。对标市场准入和退出现状下船龄管理标准适应性,借鉴国外邮轮船龄管理经验,从购置、运营、淘汰等阶段分析我国邮轮船龄政策调整需求。结合安全、绿色技术要求变化与邮轮交易空间研判,提出进口二手邮轮船龄政策调整方案;结合邮轮事故率与船龄关系,提出强制报废船龄政策调整方案及建议。研究成果能够为邮轮船龄管理标准及政策修订提供参考,切实推动我国五星红旗邮轮船队建设。

In order to cultivate the development of the local cruise fleet and achieve the goal of stateowned cruise shipping,this paper studies the relaxation of the operating life of domestic cruise ships based on the ship age management system of the"Regulations on the Management of Old Transport Ships".By investigating the international cruise fleet transport structure and second-hand cruise market transaction,the demand orientation of"buying with building together"is put forward centering on the problem orientation of"difficult to buy and build".Lessons have been drawn from the experience of foreign cruise ship age management,and the adaptability of age management standards under current market access and exit status has been contrasted to analyze the demand for adjustment of China’s cruise ship age policy from purchase,operation and elimination stages.Combining the changes of safety and green technology requirements with cruise trading,an adjustment plan for the age policy of imported second-hand cruise has been proposed.By learning the relationship between cruise accident rate and ship age,this paper also proposed an adjustment plan and suggestion for the mandatory scrap ship age.The research can provide reference for the revision of cruise ship age management standards and policies,and effectively promote the construction of Chinese flagged cruise fleet.
