Health Resource Allocation in Medical Evacuation in Tornadoes

目的基于专家访谈以及问卷调研等方式,了解2016年盐城、2019年开原龙卷风应急卫生资源配置情况,为合理配置区域内卫生资源提供参考意见。方法采用专家访谈以及问卷调研的方法,对20名相关救援专家进行调查与访谈。结果盐城6家三级医院平均救护车数量为3.16辆、灾害发生时ICU空余病床约为9.66张,灾害时医院普通空余病床约为20.17张。结论了解区域内应急卫生资源配置部署情况,分析各个救援力量模块的数据信息以及救援相关规则,提高医院应急保障水平。

Objective To understand the allocation of emergency health resources for tornadoes in Yancheng and Kaiyuan in 2016 and 2019 based on expert interview and questionnaire survey so as to provide reference for rational allocation of health resources in the region. Methods 20 rescue experts were interviewed via expert interview and questionnaire survey. Results The average number of ambulances in 6 level-3 hospitals in Yancheng was 3.16, the number of ICU vacant beds was about 9.66, and the number of general vacant beds was about 20.17. In a tertiary hospital in Kaiyuan, the number of ambulances was 3, the number of ICU beds in disaster was 9, and the number of general hospital beds in disaster was about 19. Conclusion In case of medical evacuation in tornadoes, it’s of vital importance to understand the allocation and deployment of emergency health resources in the region and analyze the data analysis of each rescue force module and relevant rescue rules so as to improve the level of hospital emergency support.
