Study on the Status Quo of Convenient Medical Service in Shanghai Public Hospitals

2021年6月,上海市卫生健康委员会联合其他相关部门制定《上海市“便捷就医服务”数字化转型工作方案的通知》,规定七个“便捷就医服务”应用场景:精准预约、智能预问诊、互联互通互认、医疗付费“一件事”、电子病历卡与电子出院小结、线上申请核酸及疫苗接种、智慧急救。申康医院发展中心对每个“便捷就医服务”应用场景制定具体的评价指标。本文通过调研复旦大学附属华山医院、上海交通大学医学院附属瑞金医院、上海市第一人民医院、上海市第六人民医院、上海交通大学附属新华医院、上海市儿童医院、上海中医药大学附属龙华医院等试点医院,梳理七个“便捷就医服务”应用场景在运行过程中存在的问题并提出政策建议,以期为医院数字化转型深入开展提供参考。

The Shanghai Municipal Party Committee and Municipal Government announced "Opinions on Promoting the Digital Transformation of Shanghai City in an All-round Way" at the end of 2020. Hospital medical treatment is one of the important aspects related to the national economy and people’s livelihood. In June, 2021, the Shanghai Municipal Health and Health Commission and other relevant departments formulated the Notice on the Work Plan of Digital Transformation of "Convenient Medical Services" in Shanghai. The notice stipulates seven application scenarios of "convenient medical service", which are: accurate appointment, intelligent pre-consultation, interconnection and mutual recognition, "one thing" for medical payment, electronic medical record card and electronic discharge summary, online application for nucleic acid and vaccination, and intelligent first aid. Shenkang Hospital Development Center has developed specific evaluation indicators for each application scenario of "convenient medical service". To understand the development of seven "convenient medical services" in hospitals, this paper investigated Huashan Hospital affiliated to Fudan University, Ruijin Hospital affiliated to Shanghai Jiao Tong University School of Medicine, Shanghai First People’s Hospital, Shanghai Sixth People’s Hospital, Xinhua Hospital affiliated to Shanghai Jiao Tong University, Shanghai Children’s Hospital, Longhua Hospital affiliated to Shanghai University of Traditional Chinese Medicine and other pilot hospitals, and found out the problems existing in the operation of the seven "convenient medical services" application scenarios, in order to provide reference for further development of digital transformation of hospitals.
