基于公共安全的新疆地方政府绩效治理探究

Research on Performance Governance of Local Government in Xinjiang based on Public Security

第三次中央新疆工作座谈会为当前和今后一个时期的新疆工作指明方向和目标任务,对基于公共安全的新疆地方政府绩效治理提出更高的要求。新时代做好新疆工作,离不开新疆治理体系和治理能力现代化保障。建构以公共安全为价值导向的政府绩效治理,既是新疆治理体系和治理能力现代化的重要方面,又是聚焦新疆工作总目标的必然要求。公共安全既是社会稳定和长治久安的应然之义,又是从更广泛的意义上涵盖和支撑社会稳定和长治久安的核心议题。现阶段,从新疆治理体系和治理能力现代化的视角,探讨建构基于公共安全的政府绩效治理实践议题,对科学把握第三次中央新疆工作座谈会精神的核心要义,深刻领会做好新时代新疆工作的重要性和长期性具有重要的价值意义。

The third Central Forum on Xinjiang work points out the direction, goal, and task for Xinjiang work at present and in the future, and puts forward higher requirements for the performance governance of Xinjiang local government based on public security. To do Xinjiang work well in the New Era, we can not do without the modernization guarantee of Xinjiang’s governing system and governing ability. The construction of public security-oriented government performance governance is not only an important aspect of the modernization of governance system and capacity but also an inevitable requirement of the practice of the general objective of Xinjiang’s work. Public security is not only the meaning of social stability and long-term stability but also the core issue of covering and supporting long-term stability in a broader sense. At the present stage, from the perspective of modernization of Xinjiang’s governance system and governance capacity, this paper discusses the construction of practical issues on the governance of government performance based on public security, which is essential to scientifically grasp the spirit of the third central Xinjiang Working Symposium, it is of great value to have a deep understanding of the importance and long-term nature of Xinjiang’s work in the New Era.
