Electronic Administration Construction in Macao Special Administrative Region for 20 Years:Review and Reflections

澳门特别行政区电子政务建设历经起步准备、快速发展和持续完善阶段,在基础设施、法制化、管理体制改革等基础条件建设,以及管理、服务、数据平台和智慧城市等系统资源建设与应用方面取得了成效。反思20年建设实践,解决电子政务的特殊性及与国家电子政务的契合性问题至为关键,实现自身电子政务的整合联通及与国家电子政务的整体接轨紧迫重要,皆为保障电子政务避免合法性危机、成为合理性存在并维持可持续发展的必要条件。澳门特别行政区电子政务建设需要重视解决自身的顶层设计、标准规范和平台一体化建设问题,以及在对标国家兼关顾区情、放眼国际并锚定区域、先行内部统筹而后与外部对接等方面付诸努力。

The construction of electronic administration in Macao SAR has experienced the initial preparation,rapid development and continuous improvement stage,and has made achievements in infrastructure,legalization,administrative system reform and other infrastructure construction,as well as the construction and application of system and resources such as management,service,data platform and smart city.Reflecting on its 20-year construction and development,it is crucial to solve the particularity of its own electronic administration and its compatibility with the national electronic administration.It is urgent and important to realize the integration and connectivity of its own electronic administration and integration with the national electronic administration.All of these are the necessary conditions to ensure the electronic administration to avoid the legitimacy crisis,to become a reasonable existence and to maintain sustainable development.The construction of electronic administration in Macao SAR needs to pay attention to solve the problems of top-level design,standards&specifications and platform integration building.Efforts should be made in benchmarking the country and taking care of regional situation,looking at the international and anchoring the region,first coordinating within the internal and then docking with the external.
