政府会议有哪些类型?不同类型的会议如何关联?厘清这些问题能够深化我们对政府运作的认识与理解。本研究通过对多地政府的长期调研,以政策过程为视角,将会议划分为协商类会议、决策类会议、执行类会议三种类型,并分析了三类会议的适用议题、召开价值、开会过程等;进一步的,三类会议通过议题关联起来,其运作中难免存在对接不畅、会议冗余、权力任性等困境。要让会议有效地发挥作用,不仅要科学地进行制度改革,还要不断提升干部群体的行政素养与法制意识。

What are the types of government meetings?How are different types of meetings related?Clarifying these questions can deepen our understanding of government operations.This article,through the long-term research of many local governments,takes the policy process as the perspective and classifies meetings into three types:information sharing meetings,decision making meetings,and problem solving meetings;and analyzes the applicable issues,convening value,and meeting process of the three types of meetings.Furthermore,the three types of meetings are related through policy issues,and their operations inevitably suffer from poor consultation,meeting redundancy,arbitrary power and so on.To make the meetings work effectively,it is necessary not only to reform the system scientifically,but also to continuously improve the administrative quality and legal awareness of the cadre group.
