政策过程视域下基层党政体制适应性治理的微观机制--以S省W镇治理实践为例

Micro-mechanism of Adaptive Governance of the Party-State at the Grass-roots Level under the View of the Policy Process--Based on the Case Experience of W Town Governance in S Province

从政策过程中的政策转化、政策落地、政策执行环节,分析基层政府如何实现同一性政策的地方性转化和情景化落地,是理解基层党政体制属性的重要维度。基于s省w镇治理实践的分析发现:政策实景转化促进基层政府治理精准度提升,其遵循底线原则、目标导向和需求适配等地方性逻辑;基层政府能够通过需求差异识别、情境塑造引导有效实现对乡村复杂事务的治理定位;基层政府凭借治理资源有效动员与适度组织化,有效提升科层制非正式运行的适应性。基层治理体制具备诉求识别能力、情境匹配能力和目标动员能力,构成体制适应性治理能力的基础。基层党政体制所具备的制度能动性有效促进国家对乡村社会的组织塑造、规则嵌入和情境引导,是转型期重构乡村社会秩序的重要保障。

From the policy transformation,policy landing and policy implementation link in the policy process,it is an important dimension to understand the attributes of the party—state at the grass-roots level to analyze how the grass-roots government can realize the local transformation and situational landing of the same policy.Based on the analysis of the practice of governance in W town of S Province,the paper finds that:the transformation of policy reality promotes the precision of grass-roots government governance,which follows local logic such as bottom line principle,goal orientation and demand adaptation.The grass-roots governance system has the ability of demand identification,situation matching and target mobilization,which constitutes the basis of the system's adaptive governance ability.The institutional dynamics of the grass-roots party-state effectively promote the organization,rule embedding and situation guidance of the country to the rural society,which is an important guarantee for reconstructing the rural social order in the transition period.
