阜阳市农民工返乡创业政策绩效评价及优化研究——基于AHP的模糊综合评价法

Research on Performance Evaluation and Optimization of Migrant Workers’Returning Home Entrepreneurship Policy in Fuyang City——Fuzzy Comprehensive Evaluation Method Based on AHP

目前阜阳市的太和县、阜南县、临泉县和代管的界首市已进入农民工等人员返乡创业试点地区名单,阜阳市政府对此高度重视,出台了一系列政策支持农民工返乡创业。本文通过构建阜阳市农民工返乡创业政策绩效评价体系,采用实地走访和问卷调查的形式,运用AHP分析法和模糊综合评价法对已出台的返乡创业政策进行评价,以了解农民工返乡创业政策的落实力度、实施成效和反映回馈情况。最后从政策落实机制、融资环境、技能培训、创业氛围营造等方面提出对策建议。

At present,Taihe county,Funan county,Linquan county and the city in charge of the border city in Fuyang have entered the list of pilot areas for migrant workers to return to their hometown for entrepreneurship.Fuyang municipal government attaches great importance to this and has issued a series of policies to support migrant workers to start their businesses back home.Through the construction of the performance evaluation system of migrant workers’returning home entrepreneurship policy in Fuyang city,this paper evaluates the returning home entrepreneurship policy by using AHP analysis and fuzzy comprehensive evaluation method in the form of field visit and questionnaire survey,so as to understand the implementation strength,implementation effect and feedback of migrant workers’returning home entrepreneurship policy.Finally,the paper puts forward countermeasures and suggestions from the aspects of policy implementation mechanism,financing environment,skill training and entrepreneurial atmosphere.
