摘要
本文通过对上海市垃圾全程分类科技供需情况的调研,指出当前垃圾全程分类面临着科技供需不平衡问题,其根本原因在于制度体系的不完善,导致当前垃圾全程分类的低水平运作,并提出在优化现有垃圾管理制度的同时转变政府政策扶持环节,推进技术与制度耦合,实现垃圾全程分类的可持续性。
Based on the research about the supply and demand of the whole waste-classification in Shanghai, this paper points out that the current whole waste-classification is facing imbalance between supply and demand of technology.The fundamental reason lies in the imperfect system, which leads to the low-level operation of waste classification.It is proposed to optimize the existing waste management system while transforming the government policy support link, and to promote the coupling of technology and system in order to realize sustainable whole waste-classification.
