上海市医疗服务地方标准实施现状与影响因素分析

Analysis on Actuality and Influencing Factors of Local Standard of Medical Service in Shanghai

目的分析上海市医疗服务地方标准实施现状与影响因素,为完善医疗服务标准管理提供参考。方法采用横断面调查,通过问卷调研已发布卫生标准机构的标准实施情况。结果共调研48名医疗服务标准相关人员。调研对象均认为临床工作需要标准。85.4%的调研对象所在医院制定了卫生标准宣贯、实施有关制度;14.6%的调研医院无负责医疗服务标准宣贯的工作人员。是否设立医疗服务标准实施部门是影响医疗服务标准执行的主要因素(P<0.05)。结论上海市医疗服务地方标准在规范医疗行为过程中发挥了积极作用。未来应健全医疗服务标准化工作组织架构,继续加强标准宣贯、实施、考核和跟踪评价,鼓励医务人员参与标准制定,不断提升医疗服务标准实施效果。

Objective To analyze the current situation and influencing factors of the implementation of local medical service standards in Shanghai,and provide reference for improving the management of medical service standard.Methods A cross-sectional survey was used to investigate the implementation of the issued health standards by questionnaire.Results A total of 48 medical service standard related personnel were investigated.All respondents believed that clinical work needed standards.85.4%of the respondents worked in hospitals that had established and implemented related systems for the promotion and implementation of health standards;14.6%of the surveyed hospitals had no staff responsible for the promotion and implementation of medical service standards.The establishment of the implementation department of medical service standard was the main factor affecting the implementation of medical service standard(P<0.05).Conclusion The local health standards in Shanghai had played a positive role in the process of standardize medical behavior.In the future,it is important to improve the organizational structure of medical service standardization,strengthen the publicity,implementation,assessment and follow-up evaluation,and encourage medical staff to participate in the formulation of standards to improve the implementation effect of health standards.
