基于公共卫生突发事件的医疗物资应急保障模式研究

Medical supplies emergency support mode for public health emergencies

目的:构建一种应对公共卫生突发事件的医疗物资应急保障模式,以提高应急保障能力与效率。方法:依据系统化管理的原则,对某医院应急保障方法进行总结和提炼,同时查阅公共卫生突发事件、灾害救援医疗物资应急保障等文献资料并进行筛选和分析,吸纳有益的管理思路与方法,构建基于公共卫生突发事件的医疗物资应急保障模式。结果:该模式包括医疗物资应急保障系统基本构架、一体化组织管理与保障模式、医疗物资应急保障实施的基本方法与流程、ABC分级保障与储备管理模型以及远程技术支持模式等。初步运行表明,该模式是一种应急条件下具有较好适用性的保障模式。结论:该模式具有便于指挥、组织与管理,责任层次与分工清晰,响应快速等特点,可为应对未来公共卫生及其他灾害突发事件的医疗物资应急保障提供参考。

Objective To build an emergency support mode of medical supplies for the hospital to respond to public health emergencies efficiently.Methods A medical supplies emergency support mode for public health emergencies was proposed with the system management principle,the summarization of the emergency support method of some hospital and the analyses on the literatures of medical supplies support for public health emergencies,disaster relief and etc.Results The emergency support mode involved in a basic framework for medical supplies emergency support system,an integrated organization,management and support mode,a set of methods and processes for implementing medical supplies emergency support,an ABC tiered support and reserve management model and a remote technical support model.Preliminary trial showed the mode proposed had high applicability under emergency conditions.Conclusion The mode gains advantages in commanding,organization,management,accountability and rapid response,and thus can provide references for medical supplies emergency support for future public health emergencies and other emergency events.
