Variations in Transition:A Probe into the Ideological and Political Work of Rural Cadres in the Early Period of Reform and Opening up:Take Mianyang,Sichuan as an Example

干部问题是改革开放初期农村基层政权完善和经济社会发展所面临的共同问题。以四川省绵阳地区为例,中共中央在农村中开展了一场针对农村干部中的思想、政治和经济方面问题的思想教育运动,通过各种形式的干部训练与学习宣传来教育与培养农村干部,打消了改革开放初期农村干部群体中存在的消极懈怠思想和经济、政治上的“怕”,普遍提高了干部的思想政治素质和全心全意为人民服务的水平,为该地区基层政权的巩固和经济水平的提高提供了组织保障,为改革开放时期农村地区的发展奠定了坚实的干部基础,也为当今农村干部队伍建设提供了有益的历史启示。

The cadre problem is a common problem faced by the improvement of rural grass-roots political power and economic and social development in the early stage of reform and opening up.With the Mianyang area of Sichuan as an example,the Central Committee of the Communist Party of China has launched an ideological education campaign in rural areas to address the ideological,political,and economic issues of rural cadres.It educates and trains rural cadres through various forms of cadre training,learning and publicity.Such a campaign eliminates the negative slack thinking and economic and political“fear”that existed in the rural cadre groups at the beginning of the reform and opening up,and generally improves the ideological and political quality of the cadres and the level of serving the people wholeheartedly,and contributes to the consolidation of the local government and the economic level.The improvement of the cadres provides organizational guarantee,lays a solid cadre foundation for the development of rural areas during the reform and opening-up period,and offers useful historical enlightenment for today’s rural cadre team building.
