摘要
深圳建立系统化的商事信用法规、持续深化商事登记制度改革、强化行业协会在市场监管中的职能等举措优化营商环境。但信用监管基础仍需夯实,信用等级评价仍需完善,奖惩位阶不高,行业协会与政府沟通不畅,大部制改革后监管效能不高。因此,应更新商事信用数据,拓宽应用场景,实现行业协会自治权与政府的监管合力。修改市场监管相关法律,提升基层监管执法效能。
In order to optimize the business environment, Shenzhen has established systematic commercial credit laws and reformed commercial registration system, and strengthened the functions of trade associations in market supervision.However, it is necessary to consolidate the foundation of credit supervision, to improve credit rating evaluation as well as to raise the standard for rewarding and punishment, Despite the reform of most ministries, the industry associations are still restricted in their function and unsmooth in their communication with the government together with a low supervision efficiency. Therefore, commercial credit data should be updated to broaden the application scenarios. A joint force should be created to unify the industry association autonomy and government supervision, Laws pertinent to market supervision should be rectified so to enhance the law enforcement efficiency at the grassroot level.
