科技计划实施过程中建立“里程碑”式管理方法研究

Research on the Establishment of “Milestone” Management Methods for Science and Technology Plans

科技计划项目管理实践中长期以来存在"重两端、轻过程"的现象,对过程管理重视不够。针对这种情况,为持续推进科技领域"放管服"改革,中央在2018年发布国发[2018]25号文,明确指出要在项目实施过程中的关键节点上实行"里程碑"式管理。本文在深入分析以往科技计划过程管理存在问题及原因的基础上,借鉴相关经验做法尝试将"里程碑"式管理方法引入科技计划过程管理工作中,并对管理方法要求及区别进行研究。

The project management of science and technology plan attaches great importance to the evaluation and verification before the project and the acceptance after completion, and not enough attention to process management. In response to this situation, the central government issued Guofa[2018]No. 25 in 2018,clearly stating that"milestone"management should be implemented at key nodes in the project implementation process. Based on the analysis of the problems, this article attempts to introduce the"milestone"management method into the science and technology plan, and conducts research on related requirements.
