“双碳”背景下,西北地区构建新型电力系统的挑战与建议 被引量:8

摘要 3月15日,中央财经委员会第九次会议提出构建以新能源为主体的新型电力系统,为“双碳”目标下电力系统发展明晰了方向。西北地区是我国典型的高比例新能源大送端电网及能源战略屏障,但由于该地区电力系统总体比较薄弱,在构建新型电力系统中面临着巨大挑战。本文分析新型电力系统与传统电力系统的区别,阐述新型电力系统的形态特征,探究构建新型电力系统的巨大挑战,最后从电力系统建设和体制机制方面提出建议举措。 On March 15,the ninth meeting of the Central Committee of Finance and Economics proposed to builda new power system with new energy as the main body,which clarified the direction of power system developmentunder the"double carbon"goal.Northwest China is a typical power grid with high proportion of new energy and anenergy strategic barrier in China.However,due to the overal weakness of power systcm in this region,it is facing majorchallenges in the construction of new power system.This paper analyzes the differences between the new power systemand the traditional power system,clarifies the morphological characteristics of the new power system,studies the majorchallenges of constructing the new power system in Northwest China.Finally,this article puts forward suggestions andmeasures from the aspects of power system construction and system mechanism.
