公共安全突发事件中高校图书馆应急服务保障机制研究——基于17所A类“双一流”高校调研结果的分析

Research on Academic Library’s Emergency Service Safeguard Mechanism in Public Security Emergencies Event:Investigation and Analysis of 17 A-level“Double-First Class”Universities

[目的/意义]调研"双一流"高校图书馆在"新冠肺炎"爆发后的应对措施,分析其应急服务、创新服务、常规服务以及新增服务,为高校图书馆应急服务保障机制的构建提供有益建议。[方法/过程]采用网络调研法,全面梳理17所A类"双一流"高校图书馆在公共安全突发事件中的应对情况。运用WRS理论,构建高校图书馆的应急服务保障机制。[结果/结论]所调研的高校在疫情期间各类服务均围绕信息资源获取、信息服务保障与疫情防控三个方面展开。提出高校图书馆应急服务保障机制应从制度保障、技术保障、资源保障和人员保障四个方面入手,即服务开展以制度为纲,做好制度保障;服务形式以线上为主,做好技术保障;服务内容以资源为王,做好资源保障;服务开展以人为本,做好人员保障。

[Purpose/Significance]This paper investigates the response measures of“Double-First Class”university libraries after the outbreak of“COVID-19”,analyzes their emergency services,innovative services,routine services and new services,so as to provides useful suggestions for establishing the emergency service guarantee mechanism of university libraries.[Method/Process]The network research method is adopted to sort out the response measures of 17 A-level“Double-First Class”university libraries in public security emergencies.The emergency safeguard mechanism of university library is constructed by using WRS theory.[Result/Conclusion]All kinds of services in colleges and universities are carried out around information resource acquisition,information service guarantee and pandemic prevention during the pandemic period.The emergency safeguard mechanism of university library should start from four aspects:technical guarantee,resource guarantee,personnel guarantee and system guarantee.The service development should take the system as the key link and optimize the system guarantee;the service form should be based on the line and benefit from the technical support;the service content should focus on the resources and ensure access to resources;the service development should be people-oriented and arrange personnel affairs well.
