我国教育改革的内在逻辑、本体特征与方法论探析——基于“十八大”以来教育政策的解读

On the Internal Logic,Ontological Characteristics and Methodology of Education Reform of China–Based on Reading of the Education Policies since the 18th CPC National Congress

党的“十八大”以来,党中央和国家有关部门颁布了一系列教育政策,作出了优先发展教育事业、加快教育现代化、建设教育强国的重大部署,并对教育各阶段、各环节、各方面都提出了具体的改革目标和要求。教育改革政策的制定是一个动态实践的过程,具有其内在的逻辑性、整体性和系统性,笔者基于对党的“十八大”以来标志性教育政策、文件的解读,透析我国教育改革的内在逻辑性及以人民为中心的本体特征和其方法性变革,从而为全面理解、统筹推进“公共治理”范式的教育政策落实、落地提供依据。

Since the 18th National Congress of the Communist Party of China(CPC),both the CPC Central Committee and the State promulgated a series of education policies,pursuant to which education will be prioritized,the modernization process of education will pick up speed and China will become an educational power.These policies also prescribe concrete reform objectives and requirements regarding all stages,phases and aspects of education.Formulation of education reform policies is a dynamic process of practice that has its own logic,wholeness and systematicness.Based on reading of the landmark education policies and documents of the CPC since its 18th National Congress,the author analyzes the internal logic of China’s education reform,its people-centered ontological characteristics and methodological reform,so as to provide grounds for comprehensive understanding and integral promotion of implementation of the education policies in the paradigm of“public governance.”
