政策执行中的政党组织网络:一个分析框架——以上海市H区X街道旧区改造项目为例

Political Party Organization Network in Policy Implementation:An Analytical Framework--A Case Study of the Old District Reconstruction Project of X Street in H District of Shanghai

与西方国家政策执行过程中政治与行政的二分结构不同,我国的政策执行是一个再政治化和再组织化的过程。执政党通过整合型嵌入和制度耦合,以“以党领政”的政治结构为基础,释放政党组织的政治势能,推动行政组织内部的条块整合,并以政治教化活动赋予政策执行活动特殊的政治内涵,实现政策执行的再政治化;通过组织吸纳和参与吸纳,以区域化党建和社区网格制度为平台,强化政党组织的政治引领功能,推动社会力量和公民参与的有效整合,实现政策执行的再组织化。在这两种政策纠偏机制的作用下,执政党依托组织体系的嵌入和政治功能的发挥,实现政策执行结构的整合,从而降低产生政策执行偏差的可能性。

Different from the dichotomy structure of politics and administration in the process of policy implementation in western countries,policy implementation in China is a process of re-politicization and re-organization.Through integrated embedding and institutional coupling,the ruling party releases the political potential energy of the party organization and promotes the integration within the administrative organization on the basis of the political structure of“party leadership”.In addition,political education activities are used to endow policy implementation activities with special political connotation,so as to realize the re-politicization of policy implementation.Through organizational absorption and participation absorption,take the regionalized party building and community grid system as the platform,strengthen the political leading function of political party organizations,promote the effective integration of social forces and citizen participation,and realize the reorganization of policy implementation.Under the role of these two kinds of policy correction mechanisms,the ruling party relies on the embedding of the organizational system and the exertion of political functions to realize the integration of policy implementation structure,so as to reduce the possibility of policy implementation deviation.
