主体协同、报酬溢价与农业科技园区创新能力

Subject Cooperation,Factor Reward Premium and Innovation Ability of Agricultural Park

提升农业科技园区创新能力是落实乡村振兴战略和补齐科技支撑短板的重要手段,但园区内部多元主体的“目标趋同”与“诉求异化”并存的现实特征,阻碍了能力提升进程,实现主体协同将有助于突破上述瓶颈。利用2015—2019年106个国家级农业科技园区平衡面板数据,通过修正的双层嵌套DS模型实证分析主体协同对园区创新能力的影响,重点考察生产要素“报酬溢价”在激励多元主体“目标趋同”与“诉求异化”的相容过程中的作用机制与实现条件。结果发现,主体协同程度显著正向提升创新能力,“报酬溢价”作为中介变量的非完全中介效应显著;政府主导型园区和重点城市园区,主体协同促进创新能力提升的效果更好,但园区所在的宏观区域及享有的宏观性激励政策,对能力水平提升的作用不明显;要素投入比例的合理区间是要素“报酬溢价”发挥中介机制的实现条件,区间范围确定的依据是双门槛效应。建议理清参与园区创新发展的多元化主体的利益诉求,以激励相容促进目标趋同,通过提高合作层次、理顺要素分配机制、优化要素资源配置等方式深化主体协同程度,提升园区创新能力。

Improving the innovation ability of agricultural science and Technology Parks is an important means to implement the strategy of“rural revitalization”and to make up for the shortage of science and technology support,block the process of capacity development,the realization of the main body of coordination will help to break the bottleneck.Using 106 national agricultural science park balance panel data from 2015 to 2019,this paper empirically analyzes the impact of principal synergy on the innovation capability of the park by using a modified nested DS model,this paper focuses on the function mechanism and realization conditions of the“reward premium”of production factors in the process of the compatibility of“goal convergence”and“appeal dissimilation”.The results show that the degree of subject synergy is significant and positive to enhance the innovation ability,and the“reward premium”,as an intermediary variable,has a significant incomplete intermediary effect,it is better to promote the innovation ability by the cooperation of the main body,but the macro-region where the park is and the macro-incentive policy it enjoys have no obvious effect on the improvement of the ability level The reasonable range of the proportion of factor input is the condition of realizing the intermediary mechanism of factor“reward premium”,and the basis of the range is the double threshold effect.It is suggested that the interests and demands of the diversified subjects involved in the innovation and development of the park should be clarified so as to encourage compatibility and promote the convergence of objectives,through improving the level of cooperation,rationalizing the mechanism of factor allocation and optimizing the allocation of factor resources,the degree of cooperation among the main bodies will be deepened,and the innovation ability of the park will be enhanced.
