中国共产党“群众路线”百年演进的政治逻辑

The Political Logic of the Centennial Evolution of the Mass Line of the Communist Party of China

坚持人民至上是中国共产党百年历史的政治启迪和现实昭示,“群众路线”是理解中国共产党党性与人民性内在统一的重要维度。在马克思主义理论资源中,“群众路线”是一个不曾出现过的话语形式。中国共产党在近代中国社会情境中创造性地发展了马克思主义群众史观,从组织方法、领导方法、工作方法等层面提出“群众路线”的概念范式与话语体系。既有研究通常把“九月来信”视为“群众路线”概念的历史出场,这种概念史研究只看到了“群众路线”的语义形态,忽视了政治语义背后蕴含的具有无限丰富性的政治实践内容。事实上,“群众路线”在中国共产党建党伊始就已酝酿,此后历经技术范式、认识论范式、国家治理范式等形态的更迭。中国特色社会主义进入新时代,“群众路线”的政治功能再次被强化,坚持人民至上是新时代群众路线的政治表达。

Adhering to the people first is the political enlightenment and reality manifestation of the 100-year history of the Chinese Communist Party,and the mass line is an important dimension to understand the inner unity of the party spirit and the nature of people of the Communist Party of China.In the theoretical resources of Marx and Engels,the mass line is a form of discourse that has never appeared before.The Communist Party of China has creatively developed the Marxist concept of mass history in the context of modern Chinese society,and proposed the conceptual paradigm and discourse system of the mass line from the aspects of organization,leadership,and work methods.Previous studies usually regard Letters in September as the historical appearance of the concept of mass line.This kind of conceptual history research only sees the semantic form of mass line and the infinite rich content between its political semantics and political movements is seriously obscured.In fact,the mass line has been brewing since the founding of the Communist Party of China.Since then,it has undergone the morphological changes of technological paradigms,epistemological paradigms,and state governance paradigms.Socialism with Chinese characteristics has entered a new era,and the political function of the mass line has been reset again,adhering to the people first is a political expression of the mass line in the new era.
