摘要
整体性治理是实现政策不同利益主体间相互协作、排除不同政策之间相互削弱与腐蚀的具体情境。在不同的历史背景下,教育所处的具体环境不同,教师政策的发展势必会有所差异,也必然涉及整体性治理的内容、过程、价值以及环境等基本问题。在整体性治理理论的观照下,高校教师队伍政策需凸显发展目标与治理手段具有相统一性、整合与协作具有共生性以及信任关系与责任意识互为同构性特征。为此,完善教师法律法规体系、规范整体治理秩序、重塑教师队伍建设质量的政策执行理念以及优化多元主体协调机制、增强教师政策执行合力已成为整体性治理视阈下高校教师队伍政策的理性选择。
Holistic governance is the realization of mutual coordination and cooperation between different stakeholders of policies,so as to eliminate the situation of mutual weakening and corrosion between different policies.Against the background of different historical periods,education finds itself in different situations,and the policy development regarding teacher policy is certainly different,which will inevitably involve the basic issues such as the content,process,value and environment of holistic governance.From the perspective of holistic governance,the policy regarding university teachers should highlight the unity of development objectives and governance means,the symbiosis of integration and collaboration,and the mutual isomorphism between trust relationship and sense of responsibility.Therefore,to improve the system of laws and regulations regarding teachers,to normalize the order of holistic governance,to reshape the policy implementation concept regarding the team-building quality of teachers,to optimize the multi-subject coordination mechanism,and to enhance the synergy of policy implementation become the rational choice for the policy regarding university teachers under the perspective of holistic governance.
