对北京冬奥会场馆赛后可持续利用和公共体育服务功能进行研究,对提升城市公共体育服务供给能力具有重要意义.采用文献资料、逻辑分析等方法在调查北京冬奥场馆基础设施建设现状的基础上,总结往届冬奥场馆赛后利用所出现的问题和经验,探讨北京冬奥场馆赛后的可持续利用与公共服务供给能力提升路径.研究认为往届场馆赛后利用与公共体育服务功能存在以下问题:①赛前投入成本与赛后回报差值过大;②维护费用与税收负担较高;③运营模式与经营效率不佳;④选址偏僻,周边常住人口较少;⑤场馆过度聚集,功能单一重复.针对以上问题,建议:①优化资源配置,降低场馆建设成本;②建立冬奥场馆赛后利用与公共体育服务联盟;③采用融资运营模式,提高赛后经营效率;④搭建一体化服务平台,提升体育消费动力;⑤丰富服务内容,促进多元化功能场馆建设.

Research on the post-match sustainable utilization of the Beijing Winter Olympics venues and public sports service functions is of great significance to the later development of the venues and the city's sports service capabilities and quality.Based on the current situation of infrastructure construction of the Beijing Winter Olympics venues,this paper uses literature,logical analysis and other methods to summarize the problems and experiences of the domestic large-scale ice and snow stadiums and the post-match utilization of the previous Winter Olympics venues,and discuss the potential sustainable utilization of the Beijing Winter Olympics venues and the improvement path of public service supply capacity after the games.Studies have shown that the following problems existed in the post-match utilization and public sports service functions of the previous venues:①The difference between the investment cost before the game and the return after the game is too large.②The maintenance costs and tax burden are high.③The operation model and operating efficiency are not good.④The location is remote and the surrounding population is relatively small.⑤It is overcrowded,with single and repeated functions.Recommendations:①Optimize resource allocation and reduce stadium construction costs.②Establish a post-match utilization and public sports service alliance for Winter Olympic stadiums.③Adopt a financing operation model to improve post-match operational efficiency.④Build an integrated service platform to improve Sports consumption motivation.⑤Enrich service content and promote the construction of diversified functional venues.
