台湾地区乡镇图书馆绩效评估工作研究

Performance Evaluation of Township Libraries in Taiwan Province

评估工作是政府管理图书馆事业的手段之一,起到监督与推进图书馆事业发展的作用。文章在简要分析我国台湾地区乡镇图书馆经营与评估基本状况的基础上,重点探讨台湾地区乡镇图书馆绩效评估工作的实施过程与评价指标体系,并结合我国乡镇图书馆发展和评估的现实情况提出几点建议:成立乡镇图书馆评估单位,建立定期评估制度;评估指标的设定注重定量与定性结合;评估标准的维护管理重视评价指标的发展性和一致性;邀请评估专家参与辅导等。

Evaluation is one of the means for the government to manage the public library,which plays a role in supervising and promoting the development of the library cause.Based on a brief analysis of the basic situation of the management and evaluation of township libraries in Taiwan Province,this paper focuses on the implementation process and evaluation index system of performance evaluation of township libraries.Combining with the reality of the development and evaluation of township libraries in China,several suggestions are put forward:establish an evaluation unit for township libraries and set up a regular evaluation system;the setting of evaluation indicators focuses on the combination of quantitative and qualitative;the maintenance and management of evaluation standards emphasizes the development and consistency of evaluation indicators;invite evaluation experts to participate in coaching,etc.
