国外信息技术促进高等学校内部公平的举措及启示 被引量:1

The Measures and Enlightenment of Foreign Information Technology to Promote the Internal Equity of Colleges and Universities

摘要 信息技术在教育领域的应用突破了时空限制,实现了教育资源的共建共享、服务个性化及客观多样科学的评价,在克服教育不公平现象的同时也引发了新的数字鸿沟。需要将教育公平的关注点转向高等学校的内部公平方能解决问题。通过梳理国外相关文献发现,在宏观层面,教育信息化水平较高的国家所颁布的政策明确将学校内部公平作为目标之一,发挥了导向功能;在微观层面,校企合作研发了众多数据资源,保障课程、教学和学习公平的实现。这启示信息技术环境下推动我国校内公平的深入发展要扩大政策辐射面、加强教育者公平理念,以及数字系统和平台的开发。 The application of information technology in the field of education has broken through the limitation of time and space,and realized the co-construction and sharing of educational resources,personalized service,and objective and diverse scientific evaluation.While overcoming the inequity in education,it has also caused a new digital divide.In order to solve the problem,we need to shift the focus of educational equity to the internal equity of colleges and universities.Through reviewing the relevant foreign literature,it is found that at the macro level,the policies issued by countries with high educational informatization level clearly take the internal equity of schools as one of the goals,which plays a guiding role.At the micro level,the university and the enterprise cooperate to develop a large number of data resources to ensure the fairness of curriculum,teaching and learning.In order to promote the in-depth development of fairness in school in China under the information technology environment,it is necessary to expand the scope of policy radiation,strengthen the educators'concept of fairness and the development of digital system and platform.
