摘要
“就近入学”是我国义务教育的一项重要政策,其基本价值取向在于促进教育公平。片面追求政策落实导致学校布局不合理、经济成为就近入学的决定因素、加速社会阶层结构分化和固化、违反教育规律的“反向不公正”是就近入学政策价值失真的现实表现。要实现就近入学政策的价值回归,促进义务教育走向公平,需要采取“弱势补偿”措施,鼓励学校特色发展,完善“就近入学”政策,建构“二元化”监督机制。
“Nearby Enrollment”is an important policy of compulsory education in China,and its basic value orientation is to promote educational equity.One sided pursuit of policy implementation leads to unreasonable school layout,economy becomes the decisive factor of nearby enrollment,accelerates the differentiation and solidification of social stratum structure,and violates the“reverse injustice”of educational law,which is the realistic manifestation of the value distortion of nearby enrollment policy.In order to realize the return of the value of the nearby enrollment policy and promote the fairness of compulsory education,we need to take“weak compensation”measures,encourage the development of school characteristics,improve the“Nearby Enrollment”policy and construct“dualization”supervision mechanism.
