不同租赁期限下社会资本对土地租入价格的影响

Effects of Social Capital on Land Rental Price in Different Lease Period

土地租赁市场是优化资源配置的重要途径。在土地租赁实践中存在一个有趣的现象:短租中,报价高者优先租入土地;而长租中,口碑好、人脉广、社会地位高者优先租入土地。与短租相比,长租中社会资本发挥的作用似乎更显著。基于中国内蒙古草原牧区156户牧户参与草地租入市场的数据,运用断尾回归模型,揭示不同租期下牧户社会资本对草地租入价格的影响及存在差异的原因。结果显示,长租和短租两种情况下,社会资本对租入价格的影响确有不同,租期小于2年时,社会资本每上升1个单位,草场月均租入价格降低1.91元/hm^(2),租期越过2年时,社会资本每上升1个单位,草场月均租入价格降低3.96元/hm^(2)。基于此,提出了规范土地租赁市场、更好地发挥土地市场优化配置资源的作用,使草地价格趋于合理的对策建议。

Land rental market is becoming overwhelmingly significant in China's pastoral areas.There is an interesting phenomenon in the practice of land leasing:in short-term leases,those with higher quotations have priority to rent land;while in long-term leases,those with good reputation,wide connections,and high social status have priority to rent land.Compared with short-term rentals,the role of social capital in long-term rentals seems to be more significant.Based on the data of 156 herder households participating in grassland rent-in market from eastern Inner Mongolia,using tail-breaking regression model,the impact of herders'social capital on grassland rental prices under different rental periods and the reasons for the differences were analyzed.The results showed that the impact of social capital on the rental price is indeed different between long-term rentals and short-term rentals,when lease period is shorter than 2 years,rental price will be reduced by 1.91 yuan per hectare monthly if social capital rises 1 unit;by contrast,when lease period is longer than 2 years,rental price will be degraded by 3.96 yuan per hectare monthly if social capital rises 1 unit.Based on this,some countermeasures were put forward to standardize the land lease market,make better use of the land market's role in optimizing the allocation of resources,so as to make the price of grassland tend to be reasonable.
