多源流理论视阈下农业科技创新政策议程分析及启示——以山西农谷政策为例

Analysis and Enlightenments of Agricultural Science and Technology Innovation Policy Agenda from the Perspective of Multi-source Theory——A Case Study of Shanxi Agricultural Valley Policy

“三农”问题作为中国经济发展的重中之重,一直以来处于党和国家改革发展的核心地位,国家积极推进农业高质量转型发展,实现农业现代化,关键在于农业科技创新。在山西农谷政策支持下,技术创新推动农业现代化,引领山西农业实现高质量转型发展。基于多源流理论对山西农谷政策议程进行分析,发现问题源流在于山西省农业可成为资源转型承接产业与农业发展散小弱状态之间的矛盾;政策源流由政府部门和专家学者组成;政治源流是公众对农业科技创新需求的情绪、政党重视农业发展的执政理念以及领导人的重视。三源流在神农科技集团这一专业化省属企业改革重组时实现汇合,开启政策之窗。其中,各级领导的推动是实现三源流汇聚的关键节点。最后,从问题源流、政策源流、政治源流方面提出深化农业科技创新政策的研究方向。

As the top priority of China's economic development,the issues of agricultural,rural areas,and farmers have always been at the core of the reform and development of the Party and the country.The country actively promotes the high-quality transformation and development of agriculture and realizes agricultural modernization,and the key lies in agricultural technological innovation.With the support of the policy of agricultural valley in Shanxi,technological innovation promotes agricultural modernization and leads Shanxi's agriculture to achieve high-quality transformation and development.Based on the theory of multiple sources,the policy agenda of agricultural valley in Shanxi was analyzed.The results showed that the source of the problem lies in the contradiction between Shanxi's agriculture can become a resource transformation to undertake the industry and the scattered and weak state of agricultural development;the source of the policy is from government departments,experts and scholars;the political source is the public's sentiment towards the demand for agricultural technological innovation,the political party's ruling philosophy of attaching importance to agricultural development,and the importance of leaders.The three sources converge during the reform and reorganization of the specialized provincial-owned enterprise of Shennong Technology Group,opening a window of policy.Among them,the promotion of leaders at all levels is the key node to realize the convergence of the three sources.Finally,the research direction of deepening agricultural science and technology innovation policy was put forward from the sources of problems,policy sources,and political sources.
