摘要 气候变化的影响正成为人类社会真正关心的问题,如果不采取措施,气候变化对人类社会和经济的影响将日益严重。因此,碳减排、碳中和将为人类社会带来长远收益,已成为一种主流共识。分析了中国实现碳中和面临的巨大挑战,指出了成本收益法、碳定价法等传统碳中和分析框架的局限,通过引进绿色溢价的概念,阐述了从科技创新、碳定价体系和社会治理3个维度构建碳中和分析理论框架模型,并运用这一框架探讨了我国石油石化行业降低绿色溢价的实施路径。 The impact of climate change has increasingly become a real concern of human society.If no response measures are taken,the impact of climate change on human society and economy will be increasingly serious.Therefore,carbon emission reduction and carbon neutralization will bring long-term benefits to human society,which has become the mainstream consensus in today’s society.This paper analyzes the great challenges faced by China in achieving carbon neutralization,and points out the limitations of traditional carbon neutralization analysis framework such as cost-benefit method and carbon pricing method.By introducing the concept of green premium,this paper expounds the theoretical framework model of carbon neutralization analysis from three dimensions of scientific and technological innovation,carbon pricing system and social governance.By using this framework,the implementation path of reducing green premium in China’s petroleum and petrochemical industry is discussed.
