共同体视阈下新时代公共文化治理的转向

The Transformation of Public Cultural Governance in the New Era Under the Perspective of Community

新时代公共文化治理应进行新的定位与治理转向。从文化政治意义看,我国的公共文化治理是致力实现中国特色社会主义的公共生活,形成共同体,有必要明确共同体对公共文化治理的导向意义。公共文化治理应突破囿于物理空间治理的狭隘认知,转向更为丰富的生态空间、文化空间与公共空间治理。改变对理性技术治理的偏重,通过情感治理转向,有效说明政府在治理中的超经济行为与深层次的情感关怀,强化公共文化作为国家与民众情感纽带的作用。实现从关注宏观的国家认同、社会认同到更为细微的身份认同转向,在尊重差异的基础上凝聚更多的共识,提升民众对国家共同体的认同。

Public culture in the new era should carry out a new orientation and governance transformation.In a cultural politics sense,Chinese public cultural governance is to realize public life with Chinese characteristics and form community.It is necessary to clarify the guiding significance of community to public cultural governance.Public cultural governance should break through the narrow cognition of being confined to physical space governance,and turn to a richer ecological space governance,cultural space governance and public space governance.We should change the emphasis on rational technology governance to emotional governance,effectively explain the government’s beyond economic behavior and deep emotional care in governance,and strengthen the role of public culture as the emotional link between the country and the people.We should pay attention to macro national identity and social identity to more subtle identity,build more consensus on the basis of respecting differences,and enhance people’s identity with the community of country.
