党建引领社区文化治理的实践路径研究——以上海市奉贤区金海社区为例

Study on the Practical Path of Community Cultural Governance by Party Construction

社区治理中多元主体的身份差异性以及精细化治理行动的有效展开离不开能够统筹各方的社区文化的"价值轴心"作用。就社区文化治理而言,以党组织为核心的基层治理结构是不能动摇的组织前提。唯有基层党组织才能承担起文化定性、方向定位、原则定调的拱心石角色。基于文化治理所蕴含的机制创新、居民主体和文化价值的内涵向度,党建引领社区文化治理的实践路径可以阐释为:一是以公共文化服务社会化推进社区文化治理的机制创新;二是以集体主义身份认同塑造融通社区文化治理的需求自觉;三是以构建文化自信巩固社区文化治理的价值观认同。

In community governance,the identity difference of multiple subjects and the effective implementation of refined governance action cannot be separated from the role of the"value axis"of community culture.As far as community cultural governance is concerned,the primary governance structure at the core of the Party organization is the organization premise that cannot be shaken.Only primary party organizations can assume the role of defining culture,orientation and principle.Based on the connotation of mechanism innovation,resident subject and cultural value embodied in cultural governance,the practical path of leading community cultural governance by party construction can be interpreted as follows:first,the mechanism innovation of community cultural governance is promoted by socializing public cultural services at the mechanism level;second,at the demand level,the collectivist community identity is used to shape and integrate conscious of the need of reason;the third is the value level to build cultural confidence to consolidate the value identity of community cultural self-care.
