政府雇员视域下的社区工作者职业化研究——以天津市T街为例 被引量:2

A Study on the Professionalization of Community Workers from the Perspective of Government Employees

摘要 作为社区服务与管理的中坚力量,社区工作者当前正处于由半志愿向职业化的转型时期。以天津市T街为案例,借助于问卷调研和深度访谈,发现社区工作者普遍面临工作压力与薪资待遇不匹配、职业上升渠道狭窄、职业认同低、队伍稳定性差等问题。通过比较政府雇员与社区工作者在角色定位、职业发展困境等方面的相似性,以及两者在队伍规模、工作内容复杂度、收入结构方面的差异性,明确了社区工作者职业化发展借鉴政府雇员制经验的适用性与局限性。在此基础上,提出从推动专职化、因地制宜提高薪资待遇、构建多元化的职业上升通道等方面,推动社区工作者的职业化发展。 As the backbone of community service and management,community workers are currently through transformation from semi-voluntary to professional.Taking T street in Tianjin as an example,with the help of questionnaire investigation and in-depth interview,it is found that community workers generally face such problems as the mismatch between work pressure and salary,narrow career promotion channel,low professional identity and poor group stability.By comparing the homogeneity of government employees and community workers in role positioning and career dilemma,as well as the heterogeneity the two in group size,job content complexity and income structure,this paper clarifies the applicability and limitation of drawing lessons from the experience of government employee system for community workers'professionalization.On this basis,the paper proposes to promote the professional transformation and development of community workers from the aspects of promoting full-time,improving salary treatment according to local conditions,and building diversified career paths.
