Space-Time Compound National Planning System:Chinese Construction of the Blueprint for National Modernization Construction

通过规划推动国家现代化建设,是中国共产党治国理政的重要方式,也是中国特色社会主义发展模式的重要体现。当代中国在"摸着石头过河"建设社会主义现代化的实践探索中,经过非制度化探索、规范化建设和体系化整合等三个阶段的发展演化,逐渐形成了一个以国家总体规划为总纲领,以发展规划为发展蓝图、国土空间规划为空间约束,以专项规划、区域规划、地方规划为支撑的时空复合型国家规划体系。国家规划体系从"时间"和"空间"两个维度,对国家未来五年的经济社会发展和国土空间开发保护建设活动进行整体谋划,是一个阶段内国家现代化建设的总蓝图,指明了国家未来五年发展的时间表、路线图和优先序。"十四五"时期,在开启全面建设社会主义现代化国家新征程、向第二个百年奋斗目标进发的新阶段,国家规划是保障中共中央各项战略部署落到实处的重要机制。

Promoting national modernization through planning is an important way for the China Communist Party to govern the country and also an important embodiment of the development model of socialism with Chinese characteristics.In the practical exploration process of crossing the river by feeling the stones in contemporary China,and through three stages of development and evolution,namely,non-institutionalized exploration,standardized construction,and systematic integration,a national plan system has been gradually formed.The planning system has the following features,a development planning as the blueprint,a territorial and spatial planning as spatial constraints,and specific planning,regional planning,and local planning as the support.From the two dimensions of time and space,the national planning system makes an overall plan not only for the country’s economic and social development but also for the land and space development and protection construction activities in the next five years.Besides,the national planning system is the general blueprint for national modernization in a specific phase,and indicating the timetable,road map and priorities for national development over the next five years.During the 14 th Five-Year Plan period,national planning is an important mechanism to ensure that the central committee of CPC’s strategic deployments are implemented.
