党建引领、社区动员与治理有效——基于重庆老旧社区治理实践的考察

Party-Building Guidance,Community Mobilization and Effective Governance——Based on the Practice of Old Community Governance in Chongqing

老旧社区具有居住主体贫弱化、治理事务细碎化、正规化治理资源不足等特点,是城市治理的薄弱地带。在"打造共建共治共享社会治理格局"目标下,居民参与是弥补社区正规化治理资源不足的重要方式,党建引领是动员居民参与的创新路径。基于对重庆市W社区治理实践的考察,在"结构—行动"分析框架下,研究发现动员结构稳定和行动者再生产可持续是社区动员有效的两个前提。党建嵌入社区治理,从治理结构优化、治理功能整合、动员路径创新、动员主体培育四方面构建社区动员的制度保障和主体激励,形成居民参与社区治理的长效机制。党建引领社区动员重建了个体与国家之间的社会联结,有利于社区实现简约治理,塑造居民社区共同体意识。基层治理转型背景下,党建嵌入社区治理进行社区动员,同时回应着党建如何落到实处的时代命题。

The old communities are the weak areas of urban governance,which are characterized by weak residential subjects,fragmented governance affairs and insufficient regularized governance resources.Under the goal of"Building a Pattern of Co-construction,Co-governance and Shared Social Governance",public participation is an important way to make up for the lack of formalized government resources,and party-building guidance is an innovative way to mobilize residents to participate.Based on the investigation of the governance practice of W community in Chongqing,under the framework of"structure-action"analysis,the study finds that the stability of mobilization structure and the sustainable reproduction of actors are the two prerequisites for effective community mobilization.Party building is embedded in community governance to construct institutional guarantee and incentive for community mobilization from four aspects:optimizing governance structure,integrating governance function,creating mobilization path,cultivating mobilization subjects,so as to form a long-term mechanism for residents to participate in community governance.Party-building leads the community mobilization to rebuild the social connection between individuals and the state,which is conducive to the community to realize simple governance and shape the collective community consciousness.In the context of the transformation of grassroots governance,party building embeds community governance for community mobilization,and meanwhile responds to the proposition of the times on how party building should be put into practice.
