摘要
通过医务人员资质的两类属性,对全医疗行为监管下的医务人员资质予以界定,梳理了资质管理过程中存在的症结:专业资质种类繁多、医师类别复杂、医技科室处方权不明、院内自我管理资质要求不统一、限制类医疗技术资质授权无依据、非手术科室医疗技术目录及授权难界定、医疗技术资质授权评价难量化。并提出确立人员资质管理的目的与原则,制定人员资质管理纲领性文件,做好资质分类与人员分类,开发人员资质管理信息系统,建立基于医疗技术能力评估的资质授权体系。
It sorts out the two basic attributes of medical staff qualifications,defines the connotation of medical staff qualifications under the supervision of the whole medical practice,and sorts out the crux of the medical staff qualification management.Among them,there are a wide variety of professional qualifications;the types of physicians are complex;the prescription rights of medical technology departments are unknown;the requirements for self-management qualifications are not uniform;the authorization of restricted medical technology qualifications is unfounded;the medical technology catalog and authorization of non-surgical departments are difficult to define,and medical technology qualification authorization evaluation is difficult to quantify.It proposes to establish the purpose and principle of personnel qualification management,formulate personnel qualification management program documents,do a good job of qualification classification and personnel classification,develop personnel qualification management information systems,establish a qualification authorization system based on medical technology ability assessment.
