前不久,国务院正式批复《济南新旧动能转换起步区建设实施方案》(以下简称《实施方案》),济南新旧动能转换起步区成为继雄安新区之后的全国第二个起步区。建设济南新旧动能转换起步区,是山东省贯彻落实黄河流域生态保护和高质量发展战略、深入推进新旧动能转换、加快实施“强省会”战略的重大载体支撑,也是济南从“大明湖时代”迈入“黄河时代”的重大机遇。
