日用化学产品制造工业排污许可管理技术要点解析

Analysis of key technical points of management of pollutant discharge permits in manufacturing industry of daily chemical products

结合排污许可制改革总体要求、顶层设计、行业特征和《排污许可证申请与核发技术规范日用化学产品制造工业》(HJ 1104—2020),针对日化工业排污许可管理关键技术环节,系统解析了分级分类差异化管控思路,重点研究了污染物排放口差异化管理依据和要求,污染物许可排放限值核定和实际排放量核算的原则、方法和过程,以及不同管理类别自行监测、台账记录、执行报告等环境管理要求及差异,从制定污染物排放标准、配套技术支撑、夯实管理基础等方面提出了完善行业排污许可管理的建议。

The ideas of hierarchical and differentiated management and control have been systematically analyzed,aiming at the key technical aspects in management of pollutant discharge permits in daily chemical industry.Industry characteristics,the overall requirements and top-level design for the reform of the pollutant discharge permit system,and“technical specification for application and issuance of pollutant discharge permits in manufacturing industry of daily chemical products(HJ 1104—2020)”have also been considered.Meanwhile,the requirements for the differentiated management of sewage outlets have been focused.The principles,methods and processes for determination of permitted emission limits of pollutants and for accounting of actual emissions are discussed,as well as the requirements and differences in environmental management including self-monitoring,accounting records and execution reports for different management categories.The suggestions for improving the management of industrial pollution permits have been put forward in terms of establishing pollutant discharge standards,supporting technology and consolidating management foundation.
