土地产权制度在中国共产党关于国家经济制度的构想和布局中始终处于核心地位。百年来,中国共产党根据形势的变化和发展的需要,不断转换其政策方略。在多种因素的共同作用下,中国共产党土地产权制度历经百年,一直处于变迁变革之中。土地公有是中国共产党土地产权制度百年演进的基本方向,产权性质和权能的阶段性流变是中国共产党土地产权制度百年演变的重要特征。总结反思中国共产党土地产权制度百年变迁的经验教训,揭示解析土地产权制度创新的内在逻辑和发展规律,得出基本经验和启示:(1)土地产权制度变革要始终坚持公有制方向;(2)土地产权制度变革要服从服务于时代主题;(3)土地产权制度变革要始终坚持以人民为中心的改革取向。

The land property right system has always been at the core position in the conception and layout of the national economic system of the Communist Party of China.Over the past hundred years,the CPC has constantly changed the policies and strategies to the changes of the situation and development needs.Under the joint action of many factors,the land property right system of the CPC has been in change for a hundred years.Public ownership of land is the basic direction of the centennial evolution of the land property right system of the CPC.The multi-stage change of property right nature and power is an important feature of the centennial evolution of the land property right system of the CPC.The article summarizes and reflects on the experience and lessons of the centennial changes of the land property right system of the CPC,reveals and analyzes the internal logic and development law of the innovation of the land property rights system,and then obtains the basic experience and enlightenment:(1)The reform of land property rights system should always adhere to the direction of public ownership;(2)The reform of land property right system should obey and serve the theme of the times;(3)The reform of land property right system should always adhere to the peoplecentered reform orientation.
