西北地区集聚提升类村庄规划编制探索与实践——以宁夏回族自治区Y村为例

Exploration and Practice of Planning Compilation of Agglomeration and Promotion of Villages in Northwest China--A Case Study of Y Village in Ningxia Hui Autonomous Region

党的十九大提出实施乡村振兴战略,要求顺应村庄发展规律和演变趋势,分类推进乡村振兴。集聚提升类村庄占我国乡村的大多数,是乡村振兴战略布局的关键节点,探索该类型村庄规划编制方法具有重要现实意义。针对西北地区乡村面临的人口流失、产业结构失衡及规划缺位等发展困境,文章以“发展产业、培育乡村内生动力”为抓手,解析了该地区集聚提升类村庄发展路径,提出了“农业主导型、工贸主导型、休闲服务主导型”三种村庄发展模式。在此基础上,立足西北地区乡村特质,重点从“以人为本”开展规划调研、因地制宜制定发展目标策略、全要素统筹三生空间布局、统筹推进全域国土综合整治等四个方面探讨了西北地区集聚提升类村庄规划编制思路和要点。同时,以宁夏回族自治区Y村为例,围绕打造具有美丽“山水林田湖村草”格局的复合型示范村目标,探索了西北地区“集聚提升类—休闲服务主导型”村庄规划编制方法。

The 19th Central Committee of the CPC proposed to implement the rural revitalization strategy,which required to conform to the law and trend of village development and promote rural revitalization by classification.Agglomeration and promotion of villages account for the majority of the villages in China,which is a key node in the strategic layout of rural revitalization,it is of great practical significance to explore the planning methods of this type of village.In response to the development dilemmas of population loss,industrial structure imbalance,and lack of planning in the rural areas of Northwest China,the article uses"developing industries and cultivating rural endogenous power"as a starting point to analyze the development path of agglomeration and promotion of villages in the region,and proposes three types of village development models,including"agriculture-oriented,industry-trade-oriented,and leisure service-oriented".On this basis,based on the rural characteristics of the Northwest region,this article mainly discusses the ideas and key points of planning and compilation of agglomeration and promotion of villages in Northwest China from four aspects:to carry out the planning research from the"people-oriented"strategy,to formulate development goals and strategies based on local conditions,to overall plan the spatial layout of the production,living and ecological space,and to overall promote the comprehensive improvement of the entire territory.At the same time,taking Y Village in Ningxia Hui Autonomous Region as an example,centering on the goal of building a composite demonstration village with beautiful"mountains,rivers,forests,farmlands,lakes,villages and grasslands"pattern,this article explores the planning method of"agglomeration and promotion-leisure service-oriented"villages in the northwest region.
