建党一百年来中国特殊教育发展成就

A Review of Achievements in Special Education Development at the Centenary of the Communist Party of China

教育是为党育人、为国育才的大计,我国教育事业的发展历来遵循党办教育的方针。建党一百年来,我国特殊教育的发展主要经历了酝酿涵育、探索起步、快速推进与内涵发展四个阶段。在中国共产党的领导下,特殊教育在性质确立、安置模式发展、支持保障体系构建、办学质量提升以及社会氛围营造等方面取得了卓越的成就。新时代,办好特殊教育必须坚持党的领导,在尊重个体差异的基础上,秉持因材施教理念,落实立德树人根本任务;在完善特殊教育支持体系基础上,贯彻共同体理念,构建中国特色特殊教育模式;在推进教育现代化进程中促进特殊教育内涵发展。

Fchucation is a primary task of cultivating talent for the Party and the State.The develoyment of education in China has always followed the principle of party-run education.In the pasl one hunxlred years sincethe founmdling of the Communist Party of Chinu(CPC),the development of special exducation has gone through fourstanges:abuilding cultivation,initial exploration,rapid promotion and dlevelopment of subsltance.Unwler the lead-ership of the CPC,special education has made remarkable achievements in terms of the establishment of its na-ture,the development of resettlement mode,the construction of support and security system,the improvement ofschrool rununing quality and the construction of social alnosphere.In the new era,the development of spocial exlu-cation must be led by the CPC,nespect individual differences,alhere to the concepul of teaching students in ac-cordance with their aptitude while respecting indivichual differences,and fulill the funclamental task of fosteringvirtue through education.On the hasis of improving the support system lor special education,the concepl of com-munity should be caried out to build a special exlucation molel with Chinese characteristics.In the process ofpromoting the modernization of exlucation,the development of suletanwe of special education should be promoted.
