摘要
随着国家对高校科研经费投入的逐年增长,高校科研经费管理制度也日趋完善。为落实科研经费“放管服”,改革和创新科研经费使用和管理方式,为科研人员潜心研究营造良好环境,国务院发布了《关于优化科研管理提升科研绩效若干措施的通知》,文件提出应加快建立健全学术助理和财务助理制度,把科研人员从报表、报销等具体事务中解脱出来。本文通过问卷调查及文献调研,对高校科研财务助理岗位设置、职责及管理模式开展分析和讨论,阐释了高校在落实科研财务助理制度过程中存在的问题,并提出了完善科研财务助理制度的建议。
With the annual increase of national investment in university research funds,the management system of university research funds becomes important and need to be better improved.In the past years,the Chinese government has issued some policies to make"delegate power and optimize service"reform of fund management for scientific and technological projects,with the aim to establish and improve the academic assistant and financial assistant systems,as well as release the researchers from the minutiae of reporting and reimbursement.Such policies create a favorable environment for researchers to concentrate on their research.Herein,by means of questionnaire survey and document and literature's studies,this paper discusses the position setup,responsibilities,and management mode of university research financial assistant,and explains the problems existing in the implementation of the financial assistant system in universities,and puts forward some policy suggestions to improve the system in universities.
