森林消防地震灾害救援行动队伍架构模式的研究与探讨

Research and Discussion on the Structure of Forest Fire Brigade in Earthquake Disaster Rescue

本文以森林消防队伍编制结构为基础,结合《国际搜索与救援指南》中所规定城市搜索与救援(USAR)队伍能力的五个要素:管理、搜索、救援、医疗和后勤,就森林消防队伍在地震灾害救援行动中救援队伍的架构进行研究探讨。通过查阅资料、咨询专家及实际查验的方式,重点对管理、搜索、救援、医疗和后勤五个要素进行了责任机构及职能分工的细化与明确,为提高森林消防队伍地震灾害救援能力提供借鉴和参考。

Based on the structure of forest fire brigade,this paper studies and discusses the structure of forest fire teams in earthquake disaster rescue operations in combination with the five components of USAR capacity specified in INSARAG Guidelines:management,search,rescue,medical and logistics.By means of consulting data and experts as well as actual inspection,this paper focuses on the refinement and clarification of the responsibility organization and functional division of management,search,rescue,medical and logistics,which could provide reference to improve the capacity building of forest fire brigade in earthquake disaster rescue.
