摘要
综合绩效考核作为经济社会发展的指挥棒、风向标和助推器,是地方政府引领发展、推动工作、激励干部的重要抓手。区域差异化综合绩效考核即“体现区域差异”的考核模式,是一种将差异化因素融入区域考核的做法。与传统考核相比,差异化考核具有更强的导向性、实效性、激励性。以青岛市为例,鉴于所属各区市的基础条件、资源禀赋以及经济社会的发展定位不尽相同,青岛市在体现共性考核要求的基础上,按照“因地制宜、因时制宜、突出特色、综合发展”的原则,依据各区市经济基础、发展潜力、功能定位和产业特点,对区域差异化考核进行了积极探索和实践。一是考核内容“灵活设置”;二是赋分权重“高低有别”;三是目标值“量体裁衣”;四是个性指标“扬长补短”。通过指标设置、赋分权重、考核方式等方面差异考核的办法,既保证面上整体工作的推进,又突出区域实际,确保考准考实各区域的发展实绩,进一步提高综合绩效考核的科学化、规范化水平。
As a baton,a vane and a booster of economic and social development,comprehensive performance assessment is a key point for local governments to lead development,promote work and motivate cadres.Regional differentiated comprehensive performance assessment is an assessment mode of"reflecting regional differences",which is a way of integrating differentiation factors into regional assessment.Compared with the traditional assessment,differentiated assessment has stronger guidance,efifectiveness and incentive.Taking Qingdao as an example,in view of different basic conditions,resource endowments and economic and social development orientation of its districts and cities,on the basis of reflecting the common assessment requirements,according to the principle of"suit measures to local conditions,suit measures to time,highlight characteristics and strive for comprehensive development",and according to the economic foundation,development potential,functional orientation and industrial characteristics of each district and city,Qingdao has made a positive exploration and practice on regional differentiated assessment.First,the assessment content should be set flexibly;second,the high and low scoring weights should have differences;third,the target value should be tailored;fourth,the personalized indicators should develop strengths to make up for weaknesses.By means of differentiated assessment in aspects such as indicator setting,scoring weight and assessment method,not only the promotion of the overall work is ensured on the whole,but also the regional reality is highlighted,ensuring the accurate and real assessment of development performance of each region,and further improving the scientific and standardized level of comprehensive performance assessment.
