摘要
一个城市或区域的人才竞争力不仅取决于当前静态的产业人才规模、质量和结构,更取决于未来动态的产业人才趋势动能和发展效能。产业人才指数为揭示国家城市地区人才与经济、产业、社会发展的相互关系提供了有效工具。所谓产业人才指数,是指按照产业的地理区位、生命周期和能力要素等不同维度,通过剖析投资、策划、招商和运营4种类型的产业人才与产业发展之间价值互动的内在机理,推导出产业发展与人才体量之间的量化关联和拟合关系.沿着“指标-指数-指引”的逻辑脉络,本文首先构建了一整套产业人才指数指标体系,进而提出了产业人才指数的运营方法和实践问题的解决思路,探讨了以产业人才指数所反映的信号为产业人才指引,为人才发展政策和方案提供更具行动指引意义的决策支撑体系.
The talent competitiveness of a country region or city depends not only on the scale,quality and structure of the current static industrial talents,but also on the dynamic trend momentum and development efficiency of industrial talents in the future.Industrial talent index provides an effective tool for revealing the relationship between urban or regional talents and economic,industrial and social development.The so-called industrial talent index refers to the quantitative relationship and fitting relationship between industrial development and talent volume derived by analyzing the internal mechanism of value interaction between industrial development and industrial talents of four types,including investment,planning,investment promotion and operation,according to difierent dimensions of the industry,such as geographic location,life cycle and capability factor.Following the logic of"indicator-mdex-guidance",this paper first constructs a set of industrial talent index indicator system,then puts forward operation methods of industrial talent indexes and solutions to practical problems,and finally discusses the use of signals reflected by the industrial talent indexes for industrial talent guidance,so as to provide a decision-making support system with greater action guidance significance for policies and plans related to talent development.
