摘要
党的十八大以来,以习近平同志为核心的党中央高度重视艰苦边远地区基层人才工作,但人才匮乏依旧是难题。引导西部大学生到艰苦边远地区基层就业,助力精准扶贫、乡村振兴,是解决基层人才问题、实现基层发展的重要举措。为此,本研究基于陕西、重庆、四川、新疆等西部地区近两千名高校应届毕业生的调查数据,运用有序分类回归方法探究如何以西部大学生为着力点破解艰苦边远地区基层“人才荒”难题。经过实证研究,总结提出通过优化艰苦边远地区基层引才政策设计、关注和鼓励艰苦边远地区生源反哺家乡、增加大学生艰苦边远地区基层的实践经历、加大艰苦边远地区基层就业政策宣传等方式增强艰苦边远地区基层人才供给。
Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee with Comrade Xi Jinping as the core has attached great importance to grassroots personnel work in remote and difficult areas,but the shortage of talents remains a problem.Providing targeted employment assistance for college students in poverty-stricken and remote areas at the grassroots level in western China and revitalizing rural areas is an important measure to solve the problem of talent at the grassroots level and achieve development at the grassroots level.Therefore,based on the data of nearly 2000 college graduates from Shaanxi,Chongqing,Sichuan,Xinjiang and other western regions,this study uses the method of orderly classification regression to explore how to solve the"talent shortage"at the grass-roots level in difficult and remote areas with western college students as the£dcus point.Through empirical research,put forward by optimizing the arduous remote areas at the grass-roots level to attract policy design,attention and encouragement,arduous remote areas students feedback hometown to increase college students1 arduous remote areas at the grass-roots level of practical experience,arduous remote areas at the grass-roots level employment policy propaganda methods such as cracking hard remote areas at the grass-roots level"talent shortage0 problem.
