环境影响评价与排污许可制度衔接分析

Analysis on the connection between environmental impact assessment and emission permit system

人类在社会建设及自然环境改造的过程中,对周围环境改变产生多方面影响,而环境变化反过来也影响人们的生活及生产活动。因此,针对当前环境污染问题,国家及相关环境保护部门制定了针对性的保护措施,并通过环境影响评价及排污许可制度衔接等各项工作的开展,促进环保工作的有序进行。基于此,本文分析了环境影响评价与排污许可制度衔接的重要性,笔者根据自身经验阐述了衔接问题及可行方案,仅供参考。

In the process of social construction and natural environment transformation, human beings have many problems with the changes of the surrounding environment, and environmental changes have a certain impact on people’s life and production activities. If we do not pay enough attention to environmental protection, it will bring disaster to mankind. Therefore, in view of the current environmental pollution problem, the state and relevant environmental protection departments have formulated targeted protection measures, and through the environmental impact assessment and emission permit system convergence and other work, promote the orderly progress of environmental protection work. Based on this, this paper analyzes the importance of the connection between environmental impact assessment and emission permit system, and expounds the connection problems and feasible schemes according to my own experience for reference only.
