海洋环境数据管理优化与实践

Optimization and Practice of Marine Environmental Data Management

本文分析了国内海洋数据资源管理现状,结合实际业务工作,提出了我国海洋环境数据资源管理目前存在的几类问题,包括未完全实现数据集中统一管理、人工成本投入高、规范化程度低、监管薄弱、服务共享有待加强等。在国家总体部署下,从政策、经济效益和实施过程3方面提出了需求分析;梳理了国家海洋信息中心近几年来,在海洋环境数据管理方面的实践经验,从建立相对完善的海洋环境数据资源管理体系入手,到初步完成海洋资源信息化基础设施建设,实践了质量过程监督管理新模式,取得效果显著。

The paper analyzes the current situation of marine environmental data management in China,and put forward several existing problems in marine environment data management,including incomplete centralized data management,high labor cost,low standardization,weak supervision,and insufficient sharing service,etc.Under the national overall deployment,the demand analysis from three aspects of policy,economic benefits and implementation process is carried out.This paper reviews the remarkable practice of National Marine Data and Information Service in marine environment data management in recent years,including the establishment of the marine environment data management system,the initial marine informatization infrastructure and the new mode of quality process supervision.
