“十四五”时期黑龙江省加快构建现代产业体系的思路与方略

Strategy of Accelerating Construction of Modern Industrial System in Heilongjiang Province During the 14th Five Year Plan Period

加快建设现代产业体系,是以习近平同志为核心的党中央结合国际形势,针对我国经济发展实际作出的重大决策部署。作为东北老工业基地的黑龙江省既是农业大省又拥有良好的工业基础、近些年第三产业发展迅速,但存在三产结构不合理、观念体制落后、缺乏市场活力等问题,应围绕国务院赋予东北地区的战略定位,以“六个强省”为目标,合理规划产业布局,补“短板”,拉“长板”,加强“四化协同”,做好“加减乘除”,以期尽快建立黑龙江省现代产业体系,助力东北振兴。

Speeding up the construction of the modern industrial system is a major policy made by the Party Central Committee with Comrade Xi Jinping as the core in the light of the international situation and the actual development of China's economy.As an old industrial base in Northeast China,Heilongjiang is not only a big agricultural province,but also has a good industrial foundation.In recent years,the tertiary industry has developed rapidly.However,there are some problems,such as unreasonable structure among three industries,backward concept system,lack of market vitality and so on,in the province order to establish the modern industrial system in Heilongjiang as soon as possible and help the revitalization of Northeast China,the focus should be put on strategic positioning of Northeast China made by the State Council,reasonably arranging the industrial layout,supplementing the“short board”,pulling the“long board”,strengthening the“coordination of four modernizations”,and doing a good job in“addition,subtraction,multiplication and division”,so as to establish the modern industrial system in Heilongjiang and help the revitalization of Northeast China.
